On August 12, 1999, proposals were received for the provision of fleet
maintenance services on 490 City of Tyler vehicles. Every function of the City's
Vehicle/Equipment Services (VES) department went through the competitive bid
process. The City's VES department competed head-to-head with some of the
largest fleet maintenance organizations in the world and was successful in
winning the bid by a margin of over $200,000. The City of Tyler
was the first city in the State of Texas to undergo this type of comprehensive
managed competition bid.
