It is the mission of the Vehicle Services Department to serve the citizens of Tyler by meeting the vehicular needs of all city departments. To provide the highest quality vehicles and customer service at the best possible cost. We are committed to the following principles:

	•	We will operate as a business and be the low cost provider of the high quality services that we offer. All services that we provide will be of the highest quality available in the equipment industry.
	•	We will understand our customers' business needs and will meet these needs efficiently, responsively, and courteously.
	•	We will focus on asset management activities that conserve the value of equipment investments and will provide our customers with value-added services, that result int he lowest transportation and utilitarian costs available.

An independent consultant has determined that the City of Tyler Vehicle Services Department operates more efficiently and cost effectively than private sector operations. The consultant, Randy Owen of Mercury Associates Fleet Management, presented his findings at the May 14 Tyler City Council Meeting.

On August 12, 1999, proposals were received for the provision of fleet maintenance services on 490 City of Tyler vehicles. Every function of the City's Vehicle/Equipment Services (VES) department went through the competitive bid process. The City's VES department competed head-to-head with some of the largest fleet maintenance organizations in the world and was successful in winning the bid by a margin of over $200,000. The City of Tyler was the first city in the State of Texas to undergo this type of comprehensive managed competition bid.

In March of 2004, the Vehicle Services department received the honor of being selected as one of the 100 best public fleet operations in North America by Utility Fleet Management magazine.  This selection was made by professional fleet management consultants based on the following 18 criteria:
