Taxiway Charlie/Foxtrot construction project has begun.
The first phase is the reconstruction and shift of Taxiway Charlie to align with Taxiway Foxtrot. This is a 90 calendar day scheduled project that replaces old asphalt pavement with concrete. Once completed, Taxiway Charlie will be renamed Foxtrot with new Hold Position signs and markings aligning with the new displace Threshold of Runway 22.
Phase 2 begins near the end of Runway 4 on Taxiway Foxtrot and continues to the northeast entry of the Commercial Terminal Ramp. This is a 90 calendar day scheduled project that replaces the asphalt pavement with concrete.
Phase 3 completes the remainder of Taxiway Foxtrot from the Commercial Terminal Ramp, through Runway 17/35 to the new section near Taxiway Echo. This is a 90 calendar day project that replaces old asphalt pavement with concrete.
Funding is in place and the FAA is moving through their final processes to schedule an onsite engineer to be in place for the work. Work will begin after spring weather has cleared and the ILS on Runway 13 can be taken offline.

Phase 3 of Project 4 for Runway 4/22 Rehabilitation has begun with the closure of Runway 13/31, parts of Taxiways Alpha, Bravo, Charlie, Foxtrot and Golf. Please see Exhibit 3 for closures and taxiing routes during this phase of construction. The period of construction is 120 days. Work will run 7 days a week and at times, 24 hours a day. Pilots be aware of men and equipment within 1000' of the Displaced Threshold of Runway 22. Maintain a visual approach angle in this area.

Project 4-Phase 2: The Subsurface treatment is complete and asphalt will be laid the week of April 30, 2018. The concrete plant has been delayed until the middle of May 2018.

Runway 4/22 is partially open with Declared Distances!
Taxiway Echo and all of Taxiway Foxtrot are open.
Project 4 – Phase 2 is progressing well. Subsurface cement treatment and asphalt is scheduled for late February and early March.
The Concrete Plant will not arrive on site until April 1 due to permit delays but should be operational by the 15th. Old Terminal Apron repairs will be completed first, so that traffic can be routed in that area during Phase 3. (See Exhibits 1 and 3). Concrete work in Phase 2 runway area will begin shortly after repairs.
Phase 3 is scheduled to begin on May 1st May 21st May 14th (due to weather delays) which will include the closing of the intersection of Runways 13/31 and 4/22. This project is scheduled for 120 days. Runway 13/31 will be closed during this period. Arrivals on Runway 22 may be suspended during work in the intersection for safety.
The FAA has given approval for plans to be submitted and be ready for bid by April 1st. This project tentatively includes the rebuild and realignment of Taxiway Charlie and the rebuild of Taxiway Foxtrot to Runway 4/22 specifications. Also included is the relocation of the ILS from Runway 13 to Runway 4. This project is anticipated to begin mid to late 2018 and be completed in 2019.
