Benefits Compensation Plan
The City of Tyler provides a competitive benefits-compensation plan for individuals who are productive, who are interested in providing municipal services while receiving market-driven salary, excellent benefits, and productivity pay when performing at above average.
Health Insurance Waiting Period
There is a 3-month waiting period before health insurance becomes effective.
Pre-Existing Condition
For a covered person, a pre-existing condition will not be covered until an individual has been covered under the health insurance plan for eighteen (18) consecutive months. For plan purposes, a "pre-existing condition" is an illness or injury for which medical advice, diagnosis, care or treatment was recommended or received during the six (6) months before an individual's coverage effective date.

Paid Time Off Days. PTO can be used for vacation, to attend funerals, or when an employee is unable to work due to personal illness or physical incapacity, for doctors visits, dental visits and to care for immediate family, when proper notice is provided. Only regular full-time employees of the City shall be allowed PTO leave with full pay. The PTO accumulation for employees is based on length of service:
- 18 days per year up to 5 years of service
- 21 days per year from 5 to 10 years of service
- 24 days per year for over 10 years of service

Health Benefit Coverage
The City offers their employees an option of two (2) Preferred Provider Organization Health Benefit Coverages. Both plans are partially self-funded and are administered by HealthFirst, Third Party Administrator. Available to our employees is Internet access to learn more about HealthFirst, TPA, covered benefits and status of health and Section 125 claims. To access this option click http://www.hftpaonline.com/, then use youre last name in capital letters with the last four digits of your social security number as the User ID. If your last name is longer than four letters then only use the first four letters then use the last four numbers of your social security number. Your password will be your date of birth. Flexible Spending Account
The flexible spending account is designed to reimburse employees for two types of expenses: Eligible Health Care Expenses not fully reimbursed by insurance coverage & Eligible Dependent Care Expenses.

Deferred Compensation (457) Plans Up to 25% of gross earnings not to exceed $15,500 per calendar year. Pre-Tax Payroll Deduction. Texas Municipal Retirement System (Non-Civil Service and Civil Service Police Positions) Employees contribute 7% of their gross salary to the retirement system. The City contribution is a minimum of 2 to 1 match with five (5) year vesting. Employees can retire with 5+ years of service and age 60 or 20 years of service at any age. Fire Pension Retirement System (Civil Service Fire Positions) Employees contribute 13.5% and the City contributes 13.09% of employees gross salary to the pension.

Life Insurance City provides $10,000 Basic Term Life and AD&D insurance for eligible employees. Also eligible employees can purchase more coverage by enrolling in a supplemental term life insurance program. Employees have an option to take out additional supplemental life insurance and dependent coverage. Short-Term and Long-Term Disability The City will pay the full premium for regular full time employees to have a short-term and long-term disability coverage. Employees will not be required to share premium cost.

In cases of extended illnesses, over seven days, short-term disability will provide 60% of an employees salary up to $1,200 per week for 26 weeks.

In cases of total disability, after six (6) months, long-term disability will provide 60% of an employees salary up to $6,500 per month before reduction by Benefit Offsets, up to the age of 65.

Stability Pay
The purpose of stability pay is to reward regular employees for their continuous service to the City. Stability pay shall be paid up to twenty-five (25) years of service. The amount of stability pay shall be set annually by the City Council with the adoption of the budget. The method and frequency of stability payment to qualified employees shall be determined by the City Manager.
Employee Assistance Program
This program offered to all regular full-time employees provides free CONFIDENTIAL, professional assistance to help the employee and his/her family resolve problems that may affect their personal lives or job performance. EAP deals with human problems that affect an employees personal life and his/her ability to perform on the job. These may include, but are not limited to, health, family, marital, financial, legal, emotional, stress, alcohol, drug and other concerns that may adversely affect employees job performance, productivity, psychological and/or physical well being. Military Leave With Pay
This leave is limited to (15) days in any one military fiscal year; when granted, this leave shall be in addition to earned vacation leave. Regular full-time employees who are members of the National Guard, official Militia of Texas, or any of the reserve components of the Armed Forces of the United States, when ordered or authorized by proper authorities, shall be entitled to leave with pay during any period when they shall be engaged in field training or encampment or when ordered to duty with troops for field exercises or instruction.
Tuition Reimbursement
Reimbursement will be considered for employees who complete educational courses, that will benefit both the employee and the City by improving current job skills. Reimbursement for college-level education courses, or employees who want to prepare for and take the GED. Employees must attain a course grade equivalent to a C or better in each course to be eligible for reimbursement.
