The purpose of these Guidelines is to inform Developers and Engineers of the requirements for construction plans for public facilities, which will be owned and maintained by the City of Tyler, in subdivisions located within the City Limits of the City of Tyler, as well as within the Extra Territorial Jurisdiction (ETJ) of the City of Tyler. These Guidelines generally apply to Capital Improvements Projects (CIP), as well, unless otherwise waived by the City of Tyler.

Here you will find the latest Standard Specifications and Standard Details required for all construction in the City of Tyler. In addition to their own standard details, the City of Tyler has adopted many of the details used by the Texas Department of Transportation (TxDOT), either in whole or as modified by the City of Tyler. Any modifications will be outlined either in the Design Guidelines, Standard Specifications or Standard Details.

To use these Standard Details, please insert the details appropriate for your project into the construction plans on a page titled "City of Tyler Standard Details".

For water and sanitary sewer system improvements that are constructed as part of private development but that will be dedicated to the public, the City of Tyler requires that the work be performed under a 3-Way Contract. Construction that is performed directly for the City of Tyler, regardless of the nature of the work (streets, utilties, facilities, etc.) must be performed under a Capital Improvements Project (CIP) Contract.

The City of Tyler maintains a list of Approved Contractors for various types of work. All work performed in the City of Tyler or its extraterritorial jurisidction must be performed by a Contractor on this list. In order to be considered for the Approved Contractors List, please complete a Contractor's Qualifiaction Statement and submit it to the Director of Utiltiies and Public Works. Reviews to be added to the list may take up to 90 business days and the list is updated annually.
