 SUBJECT:     Request for Qualifications for Comprehensive Engineering Services - Tyler Bid Number: 18-006

 The City of Tyler is soliciting and receiving qualification statements for Registered Engineering Services until 3:00 P.M. on December 5, 2017, to provide comprehensive professional airport engineering, planning, environmental, and construction phase services on an “as needed” basis in connection with the development and improvement for Tyler Pounds Regional Airport (“Airport”) located in Tyler, Texas. The FAA requires a formal process, outlined in AC 150/5100-14E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects, be used to select the engineering firm. The primary selection criterion is “best qualified”.

 The firm selected to provide professional services may be awarded a five (5) year contract subject to approval by the Tyler City Council.  The tasks to be undertaken by the consultant shall be on a task order basis with the fee for each project or task to be determined by a Work Order identifying specific scope of work and costs at the time of the request by the Airport.

 The type of services may include, but not limited to, civil, environmental, mechanical, and electrical engineering design; utilities and infrastructure design; storm water and drainage system design; aviation planning; surveying; preparation of plans, specifications, and engineer’s reports; cost estimating and scheduling; technical studies; permitting; bidding and award; construction administration and resident engineering inspection; project record-keeping and close-out services; and all other related services.  The projects planned for the next five years may include but are not limited to those proposed on Exhibit “A” attached. Based on these projects, an experienced aviation engineering background working on FAA Part 139 airports is strongly desired.

 The City of Tyler is requesting that any interested consulting engineer submit six (6) copies of qualification proposals.  Proposals should be concise and brief.  Proposals should be clearly labeled with the bid number shown in the request and sent to:

 The selection of a firm shall be based upon a review of qualifications provided in response to this RFQ.  We request that each firm utilize FAA Form SF330 for the submittal to this request.  Each firm may also attach photographs and additional references for each specific project listed in Part I sections E and F.  The proposals should also provide the additional information as follows:

1.     Availability to commit services immediately after successfully negotiating a contract for services.  Due to FAA funding availability potentially being available earlier than expected for the Taxiway F project, an accelerated schedule will likely be required.

 2.     Knowledge and experience in Safety Management Systems (SMS) to be included in project design and implementation.

 3.     Ability to provide qualified project inspectors for construction inspection.

 4.     Familiarity with the geographical area of the project; and

 5.   A statement regarding an affirmative action program and evidence of any efforts to meet Disadvantaged Business Enterprise goals.

 While personal visits are typically welcomed, the selection committee will appreciate that meetings with potential consultants be avoided during the advertising period for this request.  A panel comprised of members from City Staff and The Airport Advisory Board will review each proposal. The City of Tyler reserves the right to conduct or waive interviews at its discretion, depending upon the experience and qualifications received from each consultant.  In addition, the Owner may choose, at its sole discretion, to solicit separate qualifications and designate another consultant for any of the individual projects undertaken at the airport.  After the review sessions, the panel will recommend a consultant for the projects to the Tyler City Council to enter into contract with.

 The City of Tyler reserves the right to reject any or all proposals received and to conduct new consulting engineer selection procedures for future projects.

Potential Projects

 

  1. All phases of needed design and construction administration services to rehabilitate Taxiways A, C, F, B and H. Projects may include all or portions of the taxiways listed.  The FAA recently informed the airport that the design for Taxiway C and F should be on an accelerated schedule to be ready for bids by April 1, 2018.
  2. Airport Pavement Strength (PCN) assessment for runways 4-22, 13-31, and 17-35.  The consultant will use FAA Advisory Circular AC 150/5335-5C to develop the PCN.
  3. All phases of needed design and construction administration services to rehabilitate Runway 13/31 and associated taxiways.  Project could include runway lighting and signage improvements.  The project will require extensive coordination with FAA, review of runway approaches and performing necessary environmental assessments.
  4. GIS surveys necessary for runway approach development.
  5. All phases of needed design and construction administration services for the airport security fencing and security access control project.  Project will include evaluation and possible installation of new fiber optics cabling, access control software and necessary hardware. Coordination with the City of Tyler IT Department will be required.
  6. Coordination with private development firm(s) for the construction of a new West Side General Aviation Air Park.  Project may include updating the minimum construction standards for the park and planning for the most efficient use of land.
  7. Develop specifications, bid documentation and provide all bidding services to acquire a new Airport Rescue Firefighting Truck.
  8. All phases of planning and administration services to update the Airport Masterplan. 
  9.  Other projects as requested.

The City reserves the right to accept, reject, cancel or modify any proposal, waive all formalities, and to award the contract most advantageous to the City.
