FAQ's
Purpose
This information is provided so that Developers, Engineers and Contractors can plan, design and construct successful projects within the City of Tyler and its Extra-Territorial Jurisdiction (ETJ). These documents apply to streets, drainage, water and sewer facilities that are either privately funded facilities that will be dedicated to the public or publicly funded facilities.
Design Guidelines
The City of Tyler Design Guidelines provide minimum design requirements for streets, drainage, water, and sewer facilities that will be dedicated to the public.

Standard Specifications
City of Tyler Standard Specifications provide the requirements for the purchase or construction of various types of materials used for public water, sanitary sewer and storm sewer facilities. The City of Tyler has also adopted the Texas Department of Transportation Standard Specifications for Construction of Highways, Streets and Bridges (latest edition in effect at time of bidding) for any materials and construction not otherwise covered by the City of Tyler Standard Specifications.

Approved Contractors
Contractors wishing to construct public facilities (i.e., streets, drainage, water, sewer) must be on the City of Tyler Approved Contractor's List at the level appropriate for the value of the work, prior to starting work. This applies to Contractors who will either sign a City of Tyler construction contract (3-Way or CIP) as the General Contractor, or to Contractors who will supply a Maintenance Bond to the City when doing work without a contract.

Contractors not currently on the Approved Contractor's List may submit a Qualification Statement with appropriate financial documentation at any time, including with their bid for a CIP project. However, they must be approved before they will be awarded a contract or before being allowed to begin work on non-contractual projects. Please allow up to ninety (90) days for processing and review of applications.

The levels of approval and the financial documentation required for each level are as follows:

Under $15,000 No financial statements required
$15,000 - $50,000 Unaudited compilation or review using Cash/Tax Basis or Accrual Basis financial statements
Over $50,000 Audited financial statement using Accrual Basis statements

Once approved, contractors stay on the Approved Contractors List for up to a year, based on the contractor's financial year end date, and will have to submit updated qualification statements and financial documentation within 90 days after their year end date in order to remain on the Approved Contractors List. For example, if a contractor's financial documentation has a year end date of July 31, the contractor's approval is valid through July 31 of the following year and he must submit an updated qualification statement and financial documentation within 90 days of the year end date (i.e. on or before October 31) in order to remain on the Approved list. Contractors may continue to do work for the City of Tyler during the 90 day period while they are preparing their updated information.

Construction Contracts
Privately funded water and sewer facilities that will be dedicated to the public shall be constructed using a 3-Way Contract in accordance with City of Tyler Code of Ordinances, Sections 19-11 through 19-17. Privately funded streets and drainage facilities that will be dedicated to the public do not require a contract at this time. Publicly funded infrastructure is typically constructed using a Capital Improvements Project (CIP) Contract.
