How do I borrow an American Girl® on the Go Doll Kit?
Place a doll on hold through the Library catalog. Log in using your name and library card number and request the doll you would like. We will contact you when the doll kit is available.
How do I care for a doll?
Please do brush and style your doll’s hair only using the hair brush provided.
Please do clean your doll’s face and hands when necessary.
Instructions: With the help of an adult, protect your doll by pulling her hair back from her face and cover her clothing and eyes. Mix 1 Tablespoon of baking soda with warm water, then dip a washcloth in warm water and rub the doll’s face with the baking soda paste, being careful not to get her eyes wet. When finished, dry her face with a soft towel. Repeat the process for her hands.

How may the court enforce a subpoena?
If a witness refuses to obey a subpoena he/she may be fined at the discretion of the court and writ of attachment may be issued. A writ of attachment is an order from the Judge to a law enforcement officer to immediately take this person into custody and bring them before the court.
I have a warrant for my arrest, who do I need to speak with?
Any court clerk will be able to assist you explaining your options regarding warrants arising from the issuance of City of Tyler tickets. You may speak to a clerk by calling (903) 531-1266.
I just want to tell the Judge my story. Will he/she talk to me?
Yes, but only if you enter a plea of "no contest" or "guilty". Upon a plea of "not guilty" the Judge is not allowed to hear any details of the case until the day of trial. This ensures fairness to both the defendant and the state. Also, all conversations with the Judge must be in the courtroom. The Judge is not allowed to discuss the case outside the courtroom and outside the presence of both parties. The judge cannot take phone calls.

I was placed on payment plan and for some reason I defaulted on the agreement. How can I reinstate the plan?
Payment Plans are administered by the Court. You will need to contact the court at (903) 531-1266 to determine your options.
I would like to dismiss the charges of assault and the Prosecutors Office will not let me drop the charges.
You and the defendant must appear in court on the assigned court date. At this time, you may request charges to be dismissed. The State, represented by the prosecutor, may proceed on the case even if you desire to dismiss the charges.
If there is a mistake on the ticket, does that make it invalid?
Not necessarily. If you plead "guilty" or "no contest," the issue is immaterial. If you plead "not guilty," a complaint is generated. The contents of the complaint are relevant with regard to a trial.
My deadline has passed to complete or return the driving safety certificate an/or my driving record. What do I need to do?

Someone has received a ticket in my name, how can I get this corrected?
You will need to appear at the court, 813 N. Broadway, Tyler, TX. The court clerk will then take the necessary steps to help correct this problem.
What action may be taken if a defendant fails to respond to a summons to come to court?
If a defendant fails to appear in response to a summons to come to court an additional charge of "Failure to Appear" (FTA) will be filed and a warrant shall be issued. The fine for an FTA is $415.00.
Are there residency requirements to work for the Tyler Police Department?
Tyler Police Officers do not have residency requirements.
As an out of state applicant how many trips will I need to make to Tyler during the Hiring process?
It depends, but normally three trips. Once for the entrance exam. Second trip for your pre-employment testing and the third trip for your oral interview board.
Besides my salary can I earn further income?
Yes, many officers increase their salary by pay incentives for specialties they obtain such as Bi-lingual pay, Police Training Officer pay, member of a specialty unit. Officers also receive educational incentive pay, shift differential pay and military benefits include the G.I. Bill incentives that you make for the first 11 to 12 months if you are eligible.
Missing jury service for a business reason is not a lawful excuse from jury service.
Can I apply if I have not received the required 30 hours of college credits at time of application without 3 years military service or 3 years as a police officer?
No, all applicants must have at least 30 hours of college credit from an accepted school at the time of application unless they have 3 years of military service or 3 years as a police officer.
Can I apply if I have used marijuana or other drugs/narcotics in the past?
This will depend on the time of the last usage of marijuana or drugs/narcotics. Information regarding a person’s background is handled on a case by case basis.
Can I donate to the Program?
We welcome donations of new, like-new, or used-but-in-good-condition American Girl® Dolls, clothing, and accessories, including the historic characters that can no longer be purchased. You can also make a monetary donation to the Friends of the Tyler Public Library for the purchase of dolls or doll equipment.

Can I fly a drone/model plane in the park?
Radio controlled model aircraft and drones are prohibited in all Tyler parks, except Northside Park.
Can I make copies of originals or certified copies?
No, they must be the original or a certified copy. However, if you bring the originals to the recruiting office we will make certified copies and return your originals.
Can I play music in the park?
Loud music, speakers, amplifiers, etc are not allowed in City of Tyler parks except at events that have been approved by the City of Tyler Parks Director. Personal music devices that are kept at a reasonable volume and not disturbing others are permitted.
No. All requests for reset or continuance must be made in writing. The request must be received 72 hours prior to your court date and must also list a reason why you need to reset with any proof that you can provide. Filing a request is not an automatic reset. All resets must be approved by the judge.
Can I use a metal detector in the parks?
Metal detecting of any kind is prohibited at city cemeteries, the Goodman Museum, Tyler Rose Garden and any recreational areas designated as a historical landmark are prohibited. Metal detecting, with a permit, is allowed at other city parks that do not fall under the previous categories. To apply for a metal detecting permit, please email Parks Admin or call (903) 531-1370.
A judge can only dismiss a citation if he is given the authority by statute or because of a standing agreement with the City Attorney's Office. Please see the "Citation Dismissal" tab above for more information.
Can you assemble my print?
If you have a job that has multiple parts, Library staff cannot assemble it. Staff cannot be held liable for damages after the print has been handed over.
Can you have chickens in the city?
It is unlawful to own, keep, or harbor any fowl (means any heavy bodied, terrestrial bird of the order Galliformes, including but not limited to chickens, ducks, geese, pheasants, turkeys, grouse, guineas, or other common domestic fowl, but not including caged pet birds kept inside a building) within the City limits except as follows:
1. In an area zoned AG, no more than six (6) fowl may be kept per acre. In all other zoning districts, no more than six (6) fowl may be kept per household regardless of lot size;
2. All fowl kept under this section shall be confined in a pen, coop, or other structure sufficient to prevent their escape;
3. Every such pen, coop or other structure required for the confinement of fowl under this section shall be located at least fifty (50) feet distant from any property line.
Can you print my object in multiple colors?
If it has multiple parts, yes (although don’t go too crazy!). If it’s one solid object, we can’t.
Do I have to employ an attorney to represent me in Municipal Court?
No. You can represent yourself. Municipal Courts are not required by law to appoint you a lawyer, but you may retain one yourself. No one other than a lawyer can represent you in court. This applies to parents of juveniles. If you are not an attorney you cannot represent your child in a trial.
Do I need a permit for a retaining wall?
A permit is required for installing a retaining wall, and if the retaining wall is over four feet in height it requires engineered plans, signed and sealed by a registered engineer.
Do I need a permit for an electrical emergency repair?
Yes, in the event that a residence or a commercial business experiences an electrical disruption after-hours, on a holiday or weekend, then a professional registered electrician can perform the necessary repairs and request a reconnect from Oncor Electric so they can restore services to the family or business promptly. The electrical contractor needs to obtain an electrical permit so we can perform the necessary inspections at that location.
Do I need a permit for clearing or taking down trees?
Dead or diseased trees may be taken down without a permit. General clearing of trees requires a grading permit through the Permit Center.
Do I need a permit for installing a fence?
A permit is not required for installation of a fence. Please refer to the City of Tyler Code of Ordinances, Chapter 10, Article VI, Division C, for further information about “Fences and Walls.”
Do I need a permit for repairing my driveway approach or sidewalk?
Repair for a sidewalk does not require a permit, but repair of a driveway approach does require a permit. Both require inspection by Development Services.
Do I need a permit to replace siding, shingles, sheet-rock, doors, or windows?
Replacing siding and intermittent shingles is considered cosmetic work and does not require a permit. Replacing a roof does require a permit. If you are just replacing doors a permit is not required, but if you are adding them where they haven't been before you will need a permit. Replacing sheetrock does, and more important, the replacing of windows does require a permit because the replacement windows will need to meet the city and state energy code requirements.
Do I need to submit all my documents before testing?
Yes and No. You must submit certain documents to prove eligibility to take the civil service test, but there are other documents we will give you to complete and return if your score on the test is 70 or above.
Do you take lateral transfers or have a modified academy for certified police officers?
At this time we do not offer a lateral or modified cadet class. If the department decides to have one it will be posted on this web site.
Does Animal Services spay and neuter pets?
Only the animals that are being adopted from Tyler Animal Services are spayed or neutered. These services are not offered to the public and their pets.
Does the City of Tyler have a leash law ordinance?
Yes. All dogs, livestock, fowl, or dangerous wild animals running astray within the City limits or within five thousand (5,000) feet thereof are hereby declared a public nuisance. It is unlawful for any person, without regard to mental state, to suffer or permit any animal to run astray within the City limits or within five thousand (5,000) feet thereof. Each subsequent violation involving the same animal or owner shall result in a higher minimum fine.
Does the police department have a policy on tattoos?
Yes, officers may have tattoos but if they are visible the Chief of Police may require them to be covered up by clothing or arm bands.
Does the Tyler Police Department hire interns?

Does the Tyler Police Department offer a study guide for the Civil Service Exam?
No. The Tyler Police Department does not provide a Study Guide for the Civil Service Exam, however, you can go to the website, Publicsafetycompass.com study guide and order a study guide directly from the company we use. They offer two study guides; one study guide will address any of the civil service test the company provides, and the other study guide only addresses the P series test, which is the type test that the Tyler Police Department gives.

Has permit parking been considered for the residential neighborhood off Agnew Road?
Yes. However, due to the dense and varied mixed use housing in north Vision County, VCPD has developed a Neighborhood Protection Plan in response to events at Vision’s Stadium. To minimize the impact on residential neighborhoods, the Traffic Plan places security or police personnel at all major intersections around the stadium. The Traffic Plan also establishes check points along with restricted access signage at key residential locations north of Highway 101 to deter vehicles from entering residential neighborhoods. Instead, stadium event attendees will be directed to pre-determined parking lots and/or freeways, away from residences.
Managing residential parking in a way that is both safe and fair is challenging. However, based on recommendations from several Vision County residents at Stadium Community meetings, VCPD is implementing a Vehicle Admission Sticker program.
The Vehicle Admission Sticker program is a means to assist in the identification of Vision County residents that live in the affected areas. Security or police personnel will use the sticker to help identify the vehicles of residents at various check points throughout the north side of the City and wave them through to expedite the process. All other vehicles without a sticker may be stopped for identification purposes.
Please note, this is not a Residential Permit Parking area designated by resolution of the City Council where a permit is required to park on the street.

Parking on public streets is regulated by the California Vehicle Code and the County of Vision Internet Municipal Code.
If non-resident vehicles access the residential neighborhood, there is not a prohibition to legally park on the street.
Parking is prohibited in an intersection or a crosswalk, within 15 feet of a fire station driveway or fire hydrant, in front of a public or private driveway, on a sidewalk or parkway, on the roadway side of a parked vehicle (double parking), in a bus stop, or in such a manner that obstructs the free use of the street. To get a boot removed or towed vehicle released, you must come to the Court and pay all fees due. Please remember that partial payments will not cancel a boot or tow order.

How long do I have to pay my parking citation?
You must pay your parking citation on or before the 15th business day after the parking citation was issued. Citation envelopes postmarked later than 15 business days will incur additional charges.
How long does the hiring process generally take?
The eligibility list from which we hire is good for six months. The expected duration of the selection process from the moment we reach an applicant's name until official notification of hire is two to two and a half months.

You will need to contact the local DPS office for further information or the person who sent you the letter.
I saw that in Flint, Michigan there are problems with lead in the water and bacteria. Is that a problem here in Tyler?
With regards to lead, the city of Tyler conducts testing on a regular schedule established by the TCEQ and the EPA. Based on the latest testing, the city of Tyler is below the level established by the EPA.
With regards to your questions about bacteria, Tyler conducts in excess of 100 tests monthly on our water - in compliance with the TCEQ. Tyler is proud of the fact that we have not had to issue a system wide "boil water notice" in over 21 years. This demonstrates that we do not have any ongoing issues with bacteria in the treated water.
Tyler conducts a broad range of test annually as prescribed by TCEQ and EPA. All test results are posted in the TCEQ Texas Drinking Water Watch web page. In addition, the annual Tyler Consumer Confidence Reports going back to 2010 are available on the City of Tyler web page.
I was discharged from the military with an general discharge under honorable conditions or uncharacterized. Is this accepted to apply for the Tyler Police Department?

Tyler City Council meetings are broadcast on Suddenlink Cable Channel 3 at 2 a.m. and 7 p.m. on Sundays, Mondays, Wednesdays and Fridays. Council meetings are also available on Youtube, Facebook and our website.
Ignoring a Jury Summons
If you ignore a jury summons from the Municipal Court, you will have to appear in court to answer to a Contempt of Court citation. A Contempt of Court citation carries a fine of up to $100.00.
Is a permit required for a storage building?
If it is 200 square feet or more in area, then yes. If it is less than 200 square feet, then no.
Is construction activity limited to any certain hours in Tyler?
The City of Tyler Code of Ordinances prohibits construction in close proximity to a residential area or hotel between the hours of 9:00 p.m. and 7:00 a.m. on weekdays and the hours of 6:00 p.m. and 7:00 a.m. on weekends. City Code of Ordinances Section 4-90. Loud, raucous noises prohibited; prohibited noises enumerated, exceptions.
Is it possible to do a ride out with an Tyler Police Officer if I am in the application process?
Yes, Ride outs are required as part of your hiring process. This is scheduled only at the time we get to your name on the eligibility list.
Is it possible to read all those books?
If you read three books a day to your child(ren), in just one year you will have read 1,095 books. And you have several years to complete the program.
Is this charge going to revoke my probation?
If you are on probation in a court, other than the Municipal Court in Tyler, you should refer this question to your probation officer.
Is this ticket going on my driving record?
Generally, all moving violations will appear on your driving record. Some others such as Failure to Maintain Financial Responsibility and No Driver's license will appear as well. If you want to keep an offense off of your record, you should request Defensive Driving or Deferred Disposition.
I've noticed there has been a lot of new businesses popping up in South Tyler, but little in North Tyler. Will there be any business moving north of the loop?
Generally speaking, the City does not tell businesses where to locate, beyond general zoning guidelines. However, in certain situations we may incentivize businesses in certain areas.
For example, when Carrier was open, at certain points we offered them incentives to grow their business. We also offered incentives to companies like Distant Lands and Centene. These are businesses that provide hundreds of jobs in our community. Typically, we do not provide incentives to retail or restaurants because the theory is that they do not attract NEW money to Tyler, but rather just move the same money to different stores in Tyler. There are some exceptions to this - primarily if the new retail is so large that it might attract new shoppers to our City who might never have come otherwise.
Also, there are things that we can do to make Tyler a place that businesses want to locate. One of these is keeping our tax rate low. Another is keeping our infrastructure (like parks, water and streets) nice. In North Tyler, we have done things like extend the water and sewer infrastructure to make it easier for development to occur. Typically, retail follows rooftops, so the more housing you have the more retail will come. Therefore, we have done a lot to grow the number of homes in North Tyler.
Ultimately, businesses will choose to locate where they feel they will be most successful and government can't mandate they do otherwise. That is why when a store opens in your neighborhood, it is important to support it and encourage your neighbors to do so as well. If businesses don't succeed, other businesses will see this and choose to locate elsewhere.
Jury Service Payment
Municipal Courts are the only Court that by law does NOT have to pay jurors.
The Municipal Court pays $6.00 per day for jury service IF you stay through a voir dire panel. If you claim an exemption, are disqualified, or otherwise excused, you will not be paid
May I do electrical or plumbing work on my own home?
If you can show proof of Homestead Exemption and are currently living at the address you wish to do work at, and comply with City Code of Ordinances Section 6-24; Homeowner's Rights.
Since I've been summoned, will I definitely serve on a jury?
No. The process of jury selection involves both the state and defendant asking you questions concerning your qualifications, background and experiences. Each side then gets to strike up to three (3) potential jurors for any reason other than race or gender. Next, the strike lists from each side are placed side by side and the first six (6) potential jurors that neither side has struck make up the jury panel.
These excuses may be granted or denied at the discretion of the court.
To request a travel/vacation excuse you must provide airline or other method of travel tickets in your name; hotel reservation confirmation information; seminar confirmation information; and/or an itinerary for your travel.
To make a request to be excused from jury service for this reason, please complete the back page of your jury summons. You should then either mail it back to the court, drop it by the court in person, or fax it to the court at (903) 531-1369 and include the any of the other information showing proof of your travel/vacation plans.
What about surcharges issued by the Texas Department of Public Safety?
We have a strict policy against printing any weapons. We also can’t print things used with food. Our filament is not safe to be used with food products. Library staff reserve the right to refuse a print job.

What do I wear for my initial interviews with a recruiter or background investigator?
Applicants should wear the appropriate style of clothing based on the appointment. The wearing of cut-off shirts, torn or faded clothing, gym attire, flip-flops, sandals and shorts does not show a professional appearance that we look for in our applicants.
What happens if I fail to pay?
Vehicles with outstanding parking tickets are subject to "booting". When a vehicle is "booted," it is held in place by a restraining device. The vehicle may also be towed at the owner's expense. The vehicle does not have to be in illegally parked at the time that it is seized.
Any vehicle with one or more parking citations outstanding for more than 30 days may be immobilized by the City of Tyler until payment is received. An additional charge of $50.00 will be added at the time the boot is put on your vehicle. Additional charges and/or penalties are assessed if a boot is not removed within 24 hours.
What if I don’t pick up my print?
If you don’t pick up your print after 14 days, we assume you don’t want it anymore, and we may sell it to someone else. So don’t forget to come get your print!
What if I received a "Handicapped Parking" citation, but I have a placard?
Bring or mail a copy of the placard to the Municipal Court and we will dismiss your parking ticket.
What if I received a "Handicapped Parking" citation, but I maybe medically eligible for a placard?
Make an appointment to see the judge and explain the circumstances. You will likely be granted an extension to apply for the placard and once you receive it, your citation will be dismissed.
What if my child wants to read the same book over and over?
Repetition is key to learning. Each time you read a book, it counts. If you read the same book 5 times, mark off 5 circles.
What is open during the COVID-19 shutdown?
As of March 25, all Tyler Parks and Recreation Facilities are closed to the public until April 17. This includes the Tyler Senior Center, Glass Recreation Center, Harvey Convention Center, the Goodman Museum, and the Rose Garden Center. In addition, all scheduled events at our facilities, including parks, have been postponed and/or cancelled until April 17.
Parks and trails are still open to the public, including playgrounds. We ask that you practice social distancing,wash or sanitize your hands before and after you visit these facilities, and keep in mind that groups larger than 10 or more people is not advised at this time.

What is the requirement for rabies vaccinations for domestic animals in the city of Tyler?
All dogs and cats within the City limits must be vaccinated against rabies by the time the animal is four (4) months of age and at regular three year intervals thereafter, and the owner must obtain some sort of proof confirming that vaccination.
What kind of cases are tried in the Municipal Court?
The Municipal Court jurisdiction applies to cases that can only be punished by a "fine only." This means that punishment through jail time is not an option. Consequently, this applies to Class "C" misdemeanor offenses such as public intoxication, and shoplifting. It also applies to traffic offenses (such as speeding, seatbelt and no insurance citations), and enforcement of city ordinances such as noise violations and leash law tickets. All offenses must have occurred within the city limits (including the extra-territorial jurisdiction limits) of the City of Tyler.
What methods of payment are accepted for rentals, classes, and activities?
All facilities accept Visa, MasterCard and money orders. For more details, please contact the individual facility or office.
What should I write in the doll’s journal?
We want to know what the doll is up to when she is away from the Library. Tell us a little about the doll’s activities and experiences while visiting your house. Include the town you live in, the dates she visited your home, and the fun things you did together. Include as many details as you like. You may draw a picture in the journal, if you wish.
What to do if you believe a citation was issued in error?
If you received a parking notice letter in error (i.e., you no longer own the car), please write to the Tyler Municipal Court at the address above. Explain why the parking citation(s) in question does not belong to you. If you no longer own the vehicle, please provide enough information for us to contact the new owner. Normally the transfer of sale document will be sufficient.

What will happen if I omit important information or found to be deceptive in the hiring process regarding my background history?
Honesty and integrity are important values found in Tyler Police Officers. If you are found omitting important information or being deceptive you may be disqualified from the hiring process. You must successfully complete a background investigation, which includes submitting to a Polygraph in order to continue in the hiring process.
What’s all this stuff on my print?
Those are supports. They hold the print up during the printing process; BOB is cool, but he can’t print on thin air. Don’t worry, supports can come off with a little effort. Note: Library staff cannot clean prints.
When are the Parks and Trails open?
All public parks are open daily from sunrise to sunset. Trails are open from 5 a.m. to 10 p.m. When activities sponsored or sanctioned by the City of Tyler Parks and Recreation Department begin or end outside of regular hours, the park or trail will close thirty minutes after the event ends.
When does a Building Permit expire?
Building permits are good for six months from date of issuance. This period of time may be extended if you have been continuously working on the building and calling for the proper inspections when needed. Please call our office for information or speak with an inspector.
When I graduate the academy what happens?
New officers are assigned with a Police Training Officer for 3 to 4 months for one on one training. You will be assigned to a patrol shift and will have the same schedule as the Field Training Officer you are assigned.
When I join the Tyler Police Department do I have to live at the Training Academy?
No, cadets do not live at the academy. The work hours will normally be Monday to Friday from 7:00am to 4:00pm. Cadets will have several training sessions during the academy and will work weekends and evening/nights hours depending upon what lesson plan or project they are assigned to at that time.

Where do I return my doll kit?
Dolls should be returned during regular library hours at the circulation desk.
Please do not return dolls in the Book Returns. Dolls could be damaged in Book Returns; patron is held responsible for all damages.
Where should I appear?
Check your jury summons. You should appear at the Tyler Municipal Court, 813 N. Broadway (map it) unless otherwise specifically directed to appear somewhere else on your notice. If you cannot determine where to appear, please call the court at (903) 531-1266.
Who handles barking dog complaints?
Barking dog complaints fall under the noise ordinances and are handled by the Tyler Police Department. Please contact them at their non-emergency number (903) 531-1000.
Who is responsible for paying a parking citation?
The registered owner of a vehicle by law is responsible for all parking violations committed using that vehicle regardless of who was operating the vehicle at the time the citation was issued.
