Airport Advisory Board

Animal Care Advisory Board

The Animal Care Advisory Board shall serve in an advisory capacity and shall make recommendations to the City Council and City Staff in complying with Texas Health and Safety Code Chapter 823 or successor, as amended. The Board shall also make recommendations to the City Council and City Staff in connection with the operation of the animal shelter, as well as such other animal welfare matters as may be required by the City Council or City Staff. For purposes of this Article, the term "animal shelter" shall mean the animal shelter owned and operated by the City of Tyler.

Disability Issues Review Board

  1. The objectives and functions of the Disability Issues Review Board include the following:
    1. To promote the better community understanding, and active cooperation and support for furthering opportunities for persons with disabilities.
    2. To promote the participation in City events and the usage of City amenities among citizens with disabilities.

      1. Remove all architectural barriers preventing access or use of City facilities.

Historical Preservation Board

City Code: Chapter 10 Article X. Division A. Review and Approval Bodies; Sec. 10-772

  1. Act in an advisory capacity and make recommendations to the City Manager, the Planning and Zoning Commission and the City Council concerning establishment of any location, structure, building or area as an official historical site and shall make future recommendations regarding preservation and restoration of such areas or buildings, subsequent to their establishment as official historical sites or districts.
  2. Conduct hearings and research for the purpose of determining the feasibility of recommending to the City Manager, the Planning and Zoning Commission and City Council locations, sites and structures to preserve and restore as official historic sites or districts.
  3. Except at otherwise provided in this Division, the authority of the Board shall be limited to making recommendations, and it shall in no way have authority to designate or establish areas, buildings or structures as historical sites or districts.
  4. The Planning Director shall designate in writing a local preservation officer who shall serve as a liaison for the City and Board to the Texas Historical Commission, and who shall assist the Board in formulating plans and programs for historical preservation.

Of the four current vacancies, members must be one of the following:

  2. An Archeologist or Historian
  3. A Real Estate Professional
  4. Owner of Historical Property or Landmark in the Historic District.

Main Street Board

  1. Review the Downtown Revitalization Grant applications and make recommendations to the City Council regarding selection of the recipients for the Grant. The City Council retains final authority regarding selection of all recipients for the Downtown Revitalization Grant. (Ord. No. 0-2022-106; 11/9/22)
  2. Act in an advisory capacity to advocate downtown revitalization in Tyler, to assist in policy development for downtown Tyler, and to assist the Main Street Director in carrying out his/her responsibilities. This includes promoting incentives for downtown development, analyzing the use of Tax Increment Reinvestment Zone (TIRZ) funds, managing Main Street Gallery exhibits, and maintaining the working partnership with Heart of Tyler, Inc.
  3. To develop/implement a Strategic Plan and Directives for the Main Street Program.
  4. To review and participate in the Main Street Certification Reports.
  5. To promote tourism.
  6. To work with the City's Planning Department and Historical Preservation Board to encourage the preservation of buildings and sites of historical, traditional and cultural value, including overseeing the National Historic District nomination process.
  7. To encourage arts and cultural activities to beautify and enrich the community life of Tyler.
  8. To disseminate information, promote interest, encourage study and research, and act in an advisory capacity to interested groups or persons and organizations, regarding the above objectives.
  9. To cooperate with other persons, groups and agencies in effecting the above objectives.

Neighborhood Services Revitalization Board

City Code: Chapter 7 Community Development, Article III.; Sec. 7-68

The main duty of the Board is to hear City Staff recommendations for rehabilitation, demolition of substandard buildings, and Owner's appeals.

  1. To conduct public hearings; review evidence; approve rehabilitation plans and monitor compliance with timetables for completion; grant extensions of time when reasonable and necessary; order substandard buildings to be repaired, removed, or demolished within a reasonable time pursuant to State law and this Article; and assess civil penalties against property owners for failure to secure, repair, remove, or demolish substandard buildings pursuant to the Board's orders and/or for other violations of this Article. Board orders may be appealed to District Court as stated in Section 7-76.
  2. To consider and determine the true intent and meaning of this Article or any of the related regulations. The Board's decisions related to construction or interpretations of the Code by the Director or designee shall be final.

Parks Board

  1. The Board acts in an advisory capacity with regard to the operation and maintenance of all the public parks and cemeteries belonging to the City. The Parks Board shall make recommendations to the City Manager and City Council with reference to the operation, improvement, regulation and maintenance of public parks, adequate funding for parks and recreation areas, entertainment and recreation in public parks and for extension of park areas and acquisition of new park sites.

Planning and Zoning Commission

City Code: Article X. Administration and Enforcement; Division A.; Sec. 10-770

Vacancies: 0

  1. The planning and zoning commission will act and function as the city municipal planning commission. The commission will have the power and duty to make and adopt rules and regulations governing its procedure.
  2. The commission will make, adopt, and recommend to the city council a comprehensive (master) plan for the physical development of the city, including any area outside of its boundaries and within five miles thereof which in the commission's judgment may bear a relation to city planning, subject to state law limitations.
  3. [Such master plan with accompanying maps, plats, charts, and descriptive matter shall show the Board's recommendation for the development of the City as well as the territory within the area above mentioned including streets, parks, public buildings and other public property and general location and extent of public utilities and transportation.]
  4. The commission will also act and function as the city zoning commission and will have all powers granted by state law.
  5. The Commission is designated as the Airport Zoning Commission for all airport zoning purposes under Texas Local Government Code Chapter 241 or successor. The Commission shall be responsible for recommending airport zoning regulations, airport hazard zoning regulations, and airport compatible land use regulations, to the City Council. All proposed airport zoning regulations, airport hazard zoning regulations, and compatible land use regulations affecting the airport, shall also be reviewed by the Airport Advisory Board, which shall provide its recommendations.
  6. The Commission will review all proposed annexations and recommend action to the City Council.

Zoning Board of Adjustment

City Code: Article X. Administration and Enforcement; Division A.; Sec. 10-771

  1. The Zoning Board of Adjustment is empowered to grant the following exceptions to the provisions of the unified development code:
  1. (a) The reconstruction of a nonconforming building which has been damaged by fire, act of God, or the public enemy to the extent of more than 70 percent of double its assessed value as listed on the records of the city tax department. In granting such an exception, the board must find it necessary for the preservation and enjoyment of a substantial property right and not detrimental to the public welfare.
  2. (b) The erection and use of a building or the use of premises in any location for a public service corporation for public utility purposes which the board deems reasonably necessary for the public convenience or welfare.
  1. To authorize a variance from the terms of the unified development code that is not contrary to the public interest, where, owing to special conditions, a literal enforcement of the provisions of the zoning ordinance will result in unnecessary hardship, and so that the spirit of the zoning ordinance shall be observed, and substantial justice done.
