The Disadvantaged Business Enterprise (DBE) Program was created to provide a level playing field for small, minority-owned and women-owned companies wanting to do business with agencies receiving federal funds from the U.S. Department of Transportation.

Businesses interested in becoming certified as a DBE must complete and submit an application through the Texas Unified Certification Program (TUCP) to the appropriate certifying agency in Texas.
